Courthouse Libraries BC (CLBC) is seeking a full-time, permanent Business Analyst to work in our Vancouver library.

CLBC is a province-wide independent not for profit society. Our vision is that everyone in BC has ready access to the legal information and resources they need.  CLBC provides the legal community and public with legal resources, librarian expertise and informed referrals, to help people research and manage their legal issues.  

About the Role

CLBC has newly identified the need for a Business Analyst to work as a member of our Digital Services team. The successful candidate will liaise closely with IT and other internal stakeholders to understand and address technology needs, identify improvement opportunities, and enhance the efficiency of technology systems. The Business Analyst will support process improvements and technology changes that will help CLBC to achieve its goals.

We offer a supportive workplace where we value diversity and work-life balance. You will be scheduled for 35 hours per week. Workdays are Monday to Friday and hours can be scheduled between 8:00am and 4:30pm.

This Vancouver-based position is hybrid and the first 60 days will be on-site to get fully on-boarded.

What You’ll Be Doing 

• Lead the discovery phase of technology projects and identify opportunities for business improvement.  
• Collaborate with stakeholders from different departments to better understand objectives and challenges. 
• Facilitate requirements gathering sessions and conduct process walkthroughs. 
• Propose technology solutions for identified business needs.
• Support change management and training to ensure delivery of recommended changes. 
• Assess training needs and coordinate training programs for new and updated technologies. 
• Identify metrics that can be used in reporting to stakeholders.   
• Identify organizational skill gaps for ongoing projects and propose solutions to fill these gaps. 
• Support project coordination and technology implementation. 
• Develop testing plans and perform user acceptance testing as needed. 
• Create, review and update user stories, personas and journey maps on an ongoing basis. 
• Maintain and update CLBC process inventory and create new process maps as needed. 
• Provide training and support for staff in use of technical tools like CRMs and SharePoint.
• Liaise with privacy officer to complete risk assessment and privacy impact assessments as required. 
• Ensure alignment between business needs and technical solutions. 
• Identify potential risks and issues related to system deployment and develop mitigation strategies. 
• Proactively communicate with stakeholders to address concerns and ensure project success. 

What You’ll Need 

• Bachelor's degree in Computer Science, Business Administration or 3 to 5 years of related experience; or Master of Library and Information Science and 3 to 5 years of experience in business process analysis, systems design, project management or continuous improvement initiatives, preferably in an IT-related environment.
• Excellent communication and facilitations skills, with a proven ability to convey information effectively to stakeholders across all levels of the organization.    
• Naturally curious with strong analytical, problem-solving, and requirements translation skills. 
• Proficiency in business analysis techniques (e.g., process modeling, user story mapping, data analysis). 
• Solid experience in project management, managing multiple projects simultaneously. 
• Experience in system deployment (requirements gathering, solution design, testing, change management). 
• Ability to work collaboratively with cross-functional teams.  
• Ability to work independently and manage multiple priorities. 
• Experience with Microsoft 365 (SharePoint, Teams) and CRM systems. 
• Familiarity with cloud computing environments. 
• Experience in data analysis and reporting. 
• Experience with library operations. 
• Knowledge of the justice system, and social justice principles would be an asset.
